Please see http://wiki.apache.org/httpd/CouldNotBindToAddress for an in-depth discussion of this issue, and possible solutions.

Note that the first message ("Could not reliably ...") is a warning, not an error, but you probably should set ServerName. The rest of the message is an actual error condition.
