    The line the error specifically refers to is the following:
    #LoadModule dav_module modules/mod_dav.so

Not possible. Any line that begins with a # is a comment and will not be parsed by Apache.
Please double check your line numbers.

Whoops. That's a typo in my mail, my apologies. I run the file with the line un-commented so it looks like this:

LoadModule dav_module modules/mod_dav.so
