Ah looks like it's not possible actually to completely switch this header off:
ServerTokens Major|Minor|Min|Prod|OS|Full So the most you can get from it is the Prod option which gives you Server: Apache instead of Server: Apache/2.4.1 (Unix) OpenSSL /1.0.0-fips when the value is set to Full.
