I see, this is specifically for FallBackResource.  FallBackResources's
argument is a URL, not a path -- and that URL doesn't have a query
string. It makes sense that this doesn't work outside of the default
CacheQuickHandler ON (which would only see the original URL).  Does it
also fail there?
