If you are redirecting all HTTP -> HTTPS you can do:
<VirtualHost *:80>
RewriteEngine on
RewriteRule ^(.*)$ https://%{SERVER_NAME}%{REQUEST_URI} [R=permanent,L,NE]
</VirtualHost>
This will redirect all requests to your https server
{other redirects can be handled on that}
