Each configuration directive is valid in specific parts of the
configuration.
Look at "Context" in the manual:

For this specific case,
https://httpd.apache.org/docs/2.4/mod/mod_ssl.html#sslrandomseed
SSLRandomSeed can only be in the global server config, not in a
<VirtualHost>.
