That looks like a candidate for a classic case in a "mod_rewrite is obsolete"
talk.
But the most likely candidate for what's wrong is much simpler (and might be
clearer if not obscured by the rewrite complexity). You're mixing <Location>
and <Directory> in what appears intended to be the same space. Don't.
