[I've dropped the ipng list and bcc'd the IPv6 users list]
It means you're attempting to run an old executable on a newer system.
getnodebyname was the community's first pass at an IPv6 name resolution API,
the new one is getaddrinfo. We no longer support getnodebyname in our
releases (thus the error in attempting to use it).
We ported RAT and SDR back around our 1.2 or 1.3 release. We gave the code
back to UCL, I believe they are (or at least were) maintaining it, but I
haven't checked recently. We haven't updated our version to use
getaddrinfo, so it won't run on anything later than MSRIPv6 1.3. This is
noted on our web page. Try checking with UCL
(http://www-mice.cs.ucl.ac.uk/multimedia/) to see if they have a working
version.

Subject: RAT and SDR
I'm trying to use RAT and SDR applications but when I try to run them the
following message appears: for SDR.exe "The procedure entry point
getnodebyname could not be located in the dynamic link library WSHIP6.dll."
for RAT.exe "The procedure entry point inet6_addr could not be located in
the dynamic link library WSHIP6.dll." What does this mean? Thanks Emanuel
