IPSec and Flow Label implementation progress?

Hi,

I understand these features are already shipped-in the IPv6
header in today IPv6 stack implementation.  However, is it true
that we haven't use these features yet, since there is some
standardization need to be done?  Are there more reasons to it?  

How can we participate in this implementation?   Any pointers?
Appreciate any help.
