I think your question is basically about implementation, not about
specifications, but anyway I'll try to answer.  In the followings, I'm
talking about KAME specs.  The situation may differ on other
implementations.

Sorry, I don't understand the question.  Please be more specific.

It might be implementation dependent.  The (recent versions of) kernel
automatically installs a route entry for its own address so that the
packet sent to the address will go to the loop-back interface.
