No, its not related to this list, its releated to SMTP servers world wide which are already IPv6-enabled, but can only use anti-spam checks (RBL, ORDB, ...) based on IPv4 addresses for the moment. Using 6to4, anyone with a global IPv4 address can assign itself a global IPv6 address flying under the RBL/ORDB/... radar and is able to delive e-mail to IPv6-enabled SMTP servers. The only check which can be done for the moment is that if sender's DNS PTR doesn't exist, sender will be rejected.
