Looks like working using newest openssh-3.1 and Linux 2.4.17 and
glibc-2.2.4 specifying sope value in address

Client:
$ ssh fe80::280:c8ff:fe01:2345%eth0

Server logs also with scope
 fe80::2e0:18ff:fe01:2345%eth0

BTW: tcp_wrapper also can be used like
sshd: [fe80::2e0:18ff:fe01:2345%eth0]
