Are you sure that will work?
"ip" don't support IPv6 addresses in tunnel mode:
# ip tunnel help
Usage: ip tunnel { add | change | del | show } [ NAME ]
[ mode { ipip | gre | sit } ] [ remote ADDR ] [ local ADDR ]
[ [i|o]seq ] [ [i|o]key KEY ] [ [i|o]csum ]
[ ttl TTL ] [ tos TOS ] [ [no]pmtudisc ] [ dev PHYS_DEV ]
"remote" and "local" are IPv4 only.
Afaik, USAGI is working on IPv4|6 over IPv6, therefore I'm sure it's
not working on current vanilla kernels.
