You might be able to do with only IPv6-only name servers, but I would
strongly recommend that you have at least one which is accessible from
the Internet using IPv4, as very few are IPv6 capable yet.

For the delegation itself, it does not matter whether your servers are
IPv4-only, IPv6-only or dual stacked. As long as there can be an
appropriate address record inserted into the DNS tree somewhere, you
should be good to go.
