I guess you will have to take a look into mrd6 (http://hng.av.it.pt/mrd6/) by Hugo Santos (cc'd). It can already do or easily be modified to configure these scopes so that the router (mrd6 in that case) won't forward packets over certain boundaries etc. For the rest, I'd suggest you join the m6bone mailinglist.
