We at Telecom Bretagne are developping a Softwire Concentrator, based on the Softwire Hub&Spoke framework: http://tools.ietf.org/html/draft-ietf-softwire-hs-framework-l2tpv2-12
This solution offer same kind of service as a Tunnel broker, except the encapsulation (IPv6 over PPP over L2TP over UDP instead of IPv6 over UDP). We have a running implementation for our experimental service on FreeBSD but we are planning to release a Linux version in the next months. If people are interested in deploying this solution, we can get in touch.
