Apache is a federation of over 150 projects.   Each has its own user
mailing list, and the user mailing list is the official way to engage.  You
won't get any help if you ask at the wrong user list, though, so it's
important that you understand that point.

Some projects also have an IRC chat room where you might get more immediate
answers; most also monitor sites such as StackOverflow for questions being
asked there.
