You may want to try the JLibrary mailling list - but I think you can get
jLibrary as a stand alone app (RCP) which may do what you want.

On my second visit , I downloaded the Standard Edition of
JCRBrowser. The readmefirst.txt clearly mentions to install the jcr
browser as eclipse plugin.
I do not see any instructions to use this tool outside Eclipse. I am
Netbeans user and can use it either inside Netbeans or as a standalone
application .
Is it possible either way ?
