ISO9075

I work on a project that needs to use the ISO9075 encode/decode
funcationality but we need to code to the JCR spec as some member
institutions plan to use Xythos et al.  What are the chances of
ISO9075 making its way to commons-codec or some other central/commons
project for others to use without depending directly on JackRabbit?
