Work on an Apache project comes from the community (AKA all of us), not the committers (responsible for integrating contributions) nor PMC (for formal committee with oversight responsibility) [1].

So to make progress, needs contributions, whether patches, review, discussion, testing, feedback, .... It does not have to be the whole thing - partial additions on the OntAPI to progress towards OWL2 are just as valuable.

If you're interested in helping, pick an aspect that interests you, drop in to the dev@ list if you want to discuss it, open a JIRA and send a patch.

As someone who does not do much OWL-work, any technical contribution I could make is probably of negative value, but I can help as a committer to verify patches and generally help move things forward.
