The only difference is that I first used the TDB loader to load the
sampleRdfXML.xml into a directory, say <my_model_dir>. Then

model = TDBFactory.createDataset(my_model_dir).getDefaultModel() ;
System.err.println( m.getNsPrefixMap() );

And nothing printed out.
