Create a log4j.properties file in the root of your classpath.
If you are using maven, or at least the maven project layout, then the
right place for this is in eclipse is src/main/resources in your project
which should be a source folder.
If you don't need to customize logging then cut/paste the
jena-log4j.properties file that you have already found.
