It was published to help in the formalization of SPARQL 1.0 (before 1.1). It focused in the core ideas of SPARQL introducing mappings and graph patterns concepts. SPARQL 1.1 introduce a lot of features, but theoretical is commonly done around core features. Some times features are introduced without a previous theoretical study.
