The security package is actually a permissions package (perhaps it should
be renamed) and it works at the Graph or Model level.

It has not been extended to handle federated queries or datasets.  Datasets
could/should be included but are not yet.  The assumption for federated
queries is that the federation SPARQL server will do the permissions
filtering based on request authentication.

If you are talking about authenticating to the remote SPARQL sites there is
an option in the context can provide credentials for the connection.  But I
have not looked at that code for some time.
