In Jena (in the distribution), entailment happens by the nature of the data source (Model) being queried. The sparql engine itself does not have entailment built in. There are systems using Jena that more directly put entailment into the SPARQL engine but I don't know what the current state of any of them is.

Mostly - there are some cases around disjunction where OWL-DL defines inferences that can not be simply treated as "virtual triples" (see the 'little house' example - also called the 'Oedipus' example)

Jena rules always can materialize; the rules based expansion limits the infinite parts.
