It isn't clear that the blocking is from the list.

It could be from various places on the route or even downstream from a list subscribers email provider.

There is no human involved, or other judgement process, in moderating messages if you are subscribed.

However, this message was routed via:

  outbound.protection.outlook.com

which added a DKIM-Signature before the email reached Apache.

I looked through the definition of spoofing, there is nothing that I am doing that 
matches it. The exception may be that I am using "Urgent wording in a polite and 
accommodating tone".
