This isn't a good list for this question. There's absolutely no support
in Jena for uncertain reasoning nor for extending the OWL 2 model and no
current plans to do so.
There has been lots of research on fuzzy and probabilistic extensions to
DL include some built on OWL. A Google search for fuzzy logic reasoners
(for example) turns up at least three reasoners (fuzzyDL, LiFR,
DeLorean) and several projects looking at extending OWL 2 for to
represent Fuzzy ontologies.
I would suggest contact some of those research groups.

It would be good to avoid flooding mailing lists, i.e. not write another
