Your question is vague especially since it's not clear in terms of what you want to extend. Because of that, the only answer I can give is
i) Jena doesn't support OWL2 and ii) Jena doesn't support OWL ontologies in OWL Functional syntax [1] So I don't see anything to extend here although - as I already mentioned - I don't know what you mean in particular. Just as a side-note: you asked regarding the extension of OWL here on this mailing list and also on the OWL API mailing list, but you never provided any concrete use-case resp. more details. I really suggest you make your questions more complete for the future, this might improve the chance to get more useful feedback.
