You can either use jena distribution's tdbloader script into the folder "db" (but stop fuseki first), or if the nt file is small enough (e.g. 50 MB) then you can also upload it in the browser interface (but make sure you run fuseki 2 for this).
If you run Linux and "dB" is blank, then tdbloader2 can be faster for very large files.
