200 requests, small files, once a whatever time unit. That's pretty
small (it's Apache httpd web servers servicing those requests!).
There is more work done in the Jena release process, certainly in terms
of byte moved - that's a lot of up and down traffic to various servers.
A single collection would be stale within a month!
The point is the project maintain their own DOAP files.
Push-down to projects is how the Apache Software Foundation scales.

Maybe this site can help:
https://projects.apache.org/projects.html
This leads to:
https://projects.apache.org/json/projects/[https://projects.apache.org/json/projects/]
where the JSON files have links to DOAP files.
https://projects.apache.org/about.html[https://projects.apache.org/about.html]
explains how it works and that
leads toi
