OK , I'll added LICENSE & NOTICE files.

Regarding  advertising Jena-based software,
some projets have a page or paragraph called "Powered by Jena" ,
Does it exist ?
It would add to the visibility and fame of the Jena ecosystem,
and help finding tools.
