sparql.org allows invalid Turtle

Hi,

I've started using http://sparql.org/data-validator.html instead of
http://ttl.summerofcode.be.

However given such invalid Turtle with a trailing dot missing on the first line

    @base <https://smth>

    <a> <b> <c> .

the former parsed it into

    <https://smth/a> <https://smth/b> <https://smth/c> .

while the latter correctly reported an error.

Is that a bug in Jena?
