I cannot reproduce this:

- downloaded latest Tarball archive
- extracted archive
- changed directory
- called "bin/arq --help"

can you try to call "bin/arq --help" from the Jena base directly please? If it works, then it's probably a classpath issue with your environment variables

I never had problems running arq on command line before.
