The wave of spam on JIRA has become a huge burden on the infrastructure 
team with thousands of junk accounts per year.

For Jena, most of our traffic has moved to github issues but JIRA is 
still open.

The front page of JIRA has the current instructions of how to request a 
new JIRA account if you don't want to use github.
