There is a GH discussion for scope and direction for SHACL Rules:

The data shapes working group has active members from many timezones.
The 1hr/week telecons alternate 09:00/21:00 UTC, to accommodate this.
Technical work is being done async on github in public.

and the "Inferencing" is now two documents: one for "node expressions",
one for "rules".
