Yes, it is possible. The Siemens S25 supported only this way of WAPping
(and implemented WAP 1.0). 

As you mention, most operators do not support this. In Germany for
example NO operator offered it, and the S25 had a function in their
firmware that left out "browser" in the menu, when it found a German SIM
card. I have in mind that there was a Belgian one. But which? And still?

SMS is not the most efficient bearer for WAP. In Germany the tarif for
one SMS equals one minute of WAP by CSD. Or 20 kB of GPRS-traffic. And
it is relatively slow. So there are no real reasons to WAP over CSD.
Even for a few sessions it is cheaper to invest in a new phone...
