You don't - you send chinese in UCS2, as this is the only encoding
apropriate supported by the handsets. I think it is possible to call
send-sms with text in big5 encoding, and let Kannel convert it - set
charset=big5&coding=3, and if libxml recognizes it, then it will be
converted to UCS2 on the fly.
