Can you give more information  about ipsec require from your operators?
What VPN IPSec capabilities they have. For example:
Keying Mode: IKE or AH
IKE Mode: Main Mode with/whitout PFS (perfect forward secrecy) or 
Aggressive Mode
SA Authentication Method: RSA algorithm 2048 bits or Pre-share key
Keying Group: DH (Diffie Hellman) -1, 2 or 5
ID_Type: IP subnet
Encryption and Data Integrity: ESP 3DES with MD5 or ESP DES  and enc.
 
 
Is not necessary to implement IPSec to kannel you can us router or Linux 
box for IPSec GW.     I us Cisco  router and 
Linux-FreeS/WAN(www.freeswan.org) for IPSec connectivity to SMSC
