You assumption is correct - Kannel acts as a client to an SMPP speaking SMSC 
and can relay messages from and to that SMSC. on the other side Kannel 
exposes an HTTP interface to connect to applications. if you have a client 
that needs to relay messages through Kannel to the modem (which acts as an 
SMSC), then said client has to speak some sort of HTTP lingo (currently 
supported are GET requests, POST requests and XML-RPC calls). enabling the 
application-philic end of Kannel to speak SMPP was discussed before on the 
development list but currently such an interface does not exist. maybe in the 
future.
