I'm not 100% clear on exactly what it is you are trying to do here. Port
13000 is the admin port which is used to perform specific tasks with
Kannel remotely. It will not respond to content requests. Ports 9200 and
9201 are WAP ports, but you need to submit WAP requests and *not* HTTP
requests to them. An HTTP request over IP to these ports will not work.
What you need to do is submit a WAP request to Kannel via ports
9200/9201.

What would be useful is if you grab yourself a copy of Ethereal
(www.ethereal.com) and use that instead of tcpdump. Ethereal has support
for decoding of both the HTTP and WAP protocols (among many others) and
will show in more detail exactly what is being sent where.
