Yes and not - you can use the "preferred-smsc-id" and
"allowed/denied-smsc-id" to set routing limitations an priorities, but
those only affect a message before being routed. after the message was
routed to the EMI2 connection and rejected, it will not be retried. you
can catch it in the application and try to resend to the AT2 connection.
If you can tell in advance which number will be rejected by the EMI2,
you can set allowed/denied prefix to route based on the number's prefix
