infra-red programming?

Dear all, I'm a university student working on a project. I want to write a program on computer to manage a mobile phone's Short Messages by using infra-red communication.I mean a program which is to have access to all incoming SMS messages and also compose SMS messages,and send them via a mobile phone by using infra red (presumably supported by the phone).   Can anybody help me on the job?
