I am using version 1.2.0 under cygwin - compiled from the stable release and
unmodified - with no problems. Compiled first time under the latest version
of Cygwin - can't remember the version number. The only tricky part was
getting all the required components of cygwin installed, along with the
usual dependencies of kannel (libxml, etc).

I assume you want a connection to dial-in and access the gateway?

Think of cygwin as merely allowing you to compile Kannel into an executable
file. From then on it's a windows application running on a windows machine
so you don't need *nix tools like mgetty and pppd to set up an incoming
connection. Depending on your version of windows you can do this by setting
up an "incoming connection" and setting some sensible options for the
connection.
