Seems like SMSC uses additional fields for delivery report (as in my 
case with SMPP) and hence message field of deliver_sm dose not contain 
delivery report (empty).
I've sent message regarding that few weeks ago.
The way kannel currently checks for delivery report is not de facto for 
all SMSC's (SMPP spec. says that deliver_sm message field MAY contain 
delivery report, or it may contained in addtional field message_state 
and message id in receipted_message_id). Providers can use other format 
as well. 
I think It will be better if Kannel will check for both methods.
I have dirty hack for that.
