Hi Anil, MMS is independant of the underlying bearer, in the same way as WAP is so the answer is that in theory, I can't see any reason why MMS wouldn't work over circuit switched.
There are obviously huge benefits from using GPRS such as avoiding the time taken to make a connection with circuit switched, for example.
