difference will be between using ATE0 and ATE1

replaced the Nokia PremiCell

I've used the premicell driver because apparently it is the new
premicell.
I've sent a test sms to the device, and the leds indicate that the sms
has been received, but kannel is not processing these smss'
Can anyone please tell me what I'm missing here?
