Check out the results of "cygrunsrv --help". You will probably be most interested in the '--install', '--args', '--desc', '--type' and '--path' arguments. In particular '--args' will allow you set the arguments for the called program.

Returns win32 error 1060

Kannel is installed and running in c:/kannel
Nothing gets written to the logs.
