A question about kannel software

I looked at the page of the Kannel software, but there is something that I am not able to ounderstand.

I live in Norway, and I want to start a servie for delivering SMS messages.

I have found that Clickatell (http://www.clickatell.com) are selling SMS messages for € 0.044 each.

My question is if it is possible to set up a SMSC server that gets info from the handsets via GSM network,

and then uses some .cgi script to send the actual message via Clickatell.

Somebody told me that I needed some special access to the GSM network to be able to get this kind

of requests.

I`ll try to explain better what I mean. I want users to be able to change their SMSC numeber on their phones to mine,

and be able to send SMS through mine gateway. They will send request to send via GSM to mine server, and I will deliver message

using Clickatell.

Would it be possible to modify Kannel for this purpose?
