What delivery mask do you use; it could be that it is waiting for other delivery report types. Maybe the SMS-c of the operator has delivered the message to the phone, but did not yet send a delivery report back to the Kannel GW or doesn’t do anything with it. I experienced similar issues with Vodafone in the Netherlands. I connected via UCP/EMI to their SMS-c (its from SEMA, but they are supporting UCP also). Vodafone does not do anything with some type of delivery report requests, such as delivered to the phone, so you could wait indefinitely for the report.
