that is a typical task to involve an WASP. Have for example a look at
E-Promotions (http://www.e-promotions.co.uk/) or Teleca
(http://www.teleca.co.uk/). They can also offer the advantage to reach
all networks (in a country or also in other countries) via one single
connection. Operators often collect a base fee (including some SMS)
which is so high that your service might become unattractively
expensive.

And WASPs can offer peak treatment for example for votes in TV shows. A
SLA with an operator may become even more expensive if you want to
submit many messages in a short time frame ...
